Is a series one ge/fanuc plc model number ic610cpu104b the same as a ic610cpu104? and will the program from one function in the other?

The last character of a GE PLC part number is the revision level. There could be cases where the program in a newer revision level contains features that are not compatible with older versions. You should not have any problems replacing an older version with a newer one. For example replacing an IC600CPU104d with IC600CPU104x should work just fine.
