RSLogix 5000 v17 GIVING FATAL ERROR AFTER REFRESHING THE WINDOWS XP SP3

Any one can suggest or identify the problem ?

Could you expand on what "AFTER REFRESHING THE WINDOWS XP SP3"
Please. Just I do remember after upgrading to sp3 my short cut on the desk top would not work anymore. I had to delete the current one and set up a new one. I can't remember if it was ver 17.
