CLassic OPC DA server development

I need to develop classic opc da server in c. could someone guide me the steps to develop opc da server. It seems that basic steps for connection between opc server and client are

initialize com library
opc server create object
access to the interface opc server
add group
select a data access mechanism
add item

i need to develop in c programming.

Also, how can i find transmission packet from opc da server to its client during its connection.

You might try the OPC Foundation. I'm not sure what is available for free or what is licensed but here's their download page:
