I have been writing a program using CLICK hardware. I used an OUT oneshot to reset coils, such as C1900-C1928. They all rest but one. When the the instruction is executed the coils will not reset...only with this one instruction of 28.

Has anyone ever heard of this ?

I do some Click programming and might be able to help. Could you post your program file?

"OUT oneshot to reset coils" is a strange way of doing this. Why not use Reset (RST)? To find your coil which has a conflict, use either Find (Ctrl+F), or Menu>Program>CrossReferenceView.
