penguin programming CSV file data bind to tags

I am trying to see "if" i can allow my customer to "build" a program with a form in a csv file then upload that file into a "programming page".
I don't know how to bind a tag to a location in a csv file.
"If" it is possible in the crimson(guicon) software.
