Do you have a 1769-ECR end cap installed ? None of the connections on the 1769 Compact I/O bus will work without the end cap in place.
 
You need an end cap.

The 1769-ECR is the right-side end cap, which should be appropriate for your installation unless you used a right-to-right bus extension cable.

RA got tired enough of explaining this that they started including 1769-ECR end caps with the 1769-L2 series controllers, but your 1769-L31 comes from an era when you had to buy all the components separately.

What I have is a L31 controller with couple of i/o card. Based on your info I will not be able to communicate with I/o because of end cap. Is that right? If so, is there any other way to communicate with i/o?

You must install a 1769-ECR end cap for the 1769 I/O bus to work.

There are no alternatives to the 1769-ECR end cap.

There are no software settings that you can make to change the requirement for the installation of the 1769-ECR end cap.

The 1769 end cap is required for all controllers and network adapters that use the 1769 I/O bus. This includes the 1769-ADN and 1769-AENTR, as well as MicroLogix 1500 and CompactLogix controllers.

There is also a 1769-ECL left-side end cap that is used in some applications where a bus extension cable is used. It is less common than the 1769-ECR but performs the same function. It is not appropriate for your application if you are not using bus extension cables.
