Plc 5/40 e?

We received a PLC 5/40 E Processor from one of our other plants. On power up it had a red processor light fault. Does this mean automatically that it is bad? Can it be saved without sending back to Rockwell and paying the Ransom?
 
See pdf for possible causes. It might be it just does'nt have a program in it.

Have you tried to connect to it and go online?
