Modicon M1E CPU flashing Red

Hi FOlks,

I have a Control Panel with Modicon M1E in the factory, and it RUN flashing red, I/O solid Red, ERR is orange, M1B CHO light orange
Do you know what wrong ? I cant find manual for M1E online.
What is the software for M1E PLC programming ? is it free ?
