Have you tried reloading the database (DBLoad) immediately after you used "DBDump"?
Do the dump, then open and change first line (:mode=?) from "ask" to to "replace", then save.

That is the OLD Honeywell Series 9000 software....late 1980s to early 1993 or so.
Those were actually "York" plcs (bought by Honeywell), pretty good in their day.
