FactoryTalk view studio download access denied

I have created a new application for a Panelview Plus 7 Standard 700 version 9.
The runtime file is also in version 9
I have tested the application and everything works correctly, however when I try to download to the Panelview I get an error:

The download was unable to be completed.

Unexpected system error.
===>Access is denied

What am I doing wrong? I can ping the panelview and see it in RSLinx. I also tried to put it on a usb drive and plug it directly in to the panelview but it doesn't see the application on the usb drive at all.

I have had something similar happen in the past. For my case it was that my PC had file encryption so I copy the *.mer file to a usb flash drive, which un-encrypt it and did the download just fine.
