protection againt changing mod of Siemens PLCs

I am looking for finding a way to protect Siemens PLC (series 400) against changing the MODE OPERATION when CPU is online. By setting either of protection levels of cpu (key switch, write protection, read/write protection), it is not possible to prevent changing mode operation of CPU (ctrl+I) through software. I was wondering if anyone answer this question in order to preotect system.
