Post Xmas Logix5000 Counting Puzzle....

It was too early for Easter, suppose I could have done Chinese New year, but that's too close to Valentines Day.

Two parts :

1. A Logix5000 counter uses a 32-bit signed integer, what is the largest "value" that can be counted up and retained with certainty ?

2. Counting once per second, how many seconds will it hold ?

Note : there might be a bit of additional logic needed, but no additional counters or integer registers are allowed.
