24V Pulse Extender

Simple off delay timers usually have a 1.0ms input. These would not work in your case.

I would suggest a small Click PLC with Ethernet. This has high-speed functions in the unit.

We've used the Turck "Smart Plug" which is their version of a pulse stretcher.

A nice feature is that it plugs inline with a M12 sensor cordset, giving you an extended output signal to your PLC. As I recall, you set the delay time by manually holding one of the plug leads at 24V. (They make a little gadget for this.) So the delay time is not very precise--the idea is that it's long enough for a slow PLC to recognize the signal.
