AB 1746-BAS Module not starting in RUN mode

I am trying to run a program out of RAM but each time power is applied the module starts back up in command mode. I have pulled the EPROM chip to try to force it to RAM but it has no effect. According to the manual it should startup in RAM if a program is present.
What is keeping this module in command mode?

Make sure you have the following manual from Allen Bradley

1746-RM001A-US-P

Read the command PROG, then the command PROG2

These tell you how to transfer the RAM program to the EEPROM (PROG). Then you command the module to start up in the RUN mode (PROG2). Make sure you have your communication jumpers set. Decide whether you want a CTRL-C from the command port to be able to stop the program.

We use this module so infrequently that I have to get out the manual each time and refresh my memory on these subjects.
 
You need manual 1746-UM004B-EN-P. Look at the jumper settings for JW4. The factory default config powers up to command mode, but you can set the jumper to run the program in RAM.

You got it. The manual has a side note I didn't catch that explains when the program port starts up with default comm settings it also starts up in command mode.

I had to change the jumper to select the program port to startup with programmed comm settings and it will also start in run mode.
