OK, my bad for believing what the print says....

Using TIA Portal V15.1 I come up with this info;

PLC_1
Short Description) CPU 1214C DC/DC/DC
Article Number) 6ES7 214-1AG40-0XB0
Hardware) 1
Firmware) V4.0.0
TIA Portal) V13.0
(this is the one that gives me the compatibility error)

PLC_2
Short Description) CPU 1214C DC/DC/DC
Article Number) 6ES7 214-1AG31-0XB0
Hardware) 2
Firmware) V3.0.2
TIA Portal) V13.0 SP1
(this is the one that says it does not support PG/PC)

I think the compatibility error has been explained in the links provided by kalabdel.

I don't believe I've ever seen the "Does not support PG/PC" error before. Might be worth opening a case with Siemens tech support, if you haven't already. They are usually pretty decent in my experience, and generally don't require support contracts.
