I would recommend for general purpose layout and even schematic to give a try at Microsoft Visio.

The tools etc give access to make layout prety easy , you can buy it and its still alot less expensive than autocad for exemple and you can also find it prety easy for free like a old version .

+1 for QElectrotech. I use the dev version, 0.7, on my Linux machines and it has come on a long way in the last few years. They do a Windows and OS X version too.
