Two of us here have the same issue even after following the knowledgebase answers on Rockwell.
What DID work was a complete uninstall and reinstall of version 11.There was a Windows 10 update last week that may have screwed things up with FactoryTalk.

UPDATE:
It looks like they updated the Knowledgebase article for the issue we were having for creating version 9 runtime files using version 10 or 11 ME. (I’ve been checking on this one every couple of days to see if they have a resolution)
The one that worked for us was setting Vstudio.exe to run in Windows 7 compatibility mode.
