wr_sys_rtc or something like that is a command to write system time. beside that when you're online there's function set time (take time from PG, or write you're own.
just to mention there's option in system properties to set timezone and DST

If you read your system time to a DTL variable you use this to compare to your desired time.

You can use for example

DTL.Month=1 AND DTL.DAY=3 AND DTL.HOUR=20

To start the motor January 3rd at 20:00
