I do not have the needed PLCs to test this out, wondering if this is possible?

Given CMPLX is 192.168.10.1 with subnet Mask 255.255.0.0
and
MicroLogix 192.168.30.1 subnet 255.255.0.0

Can Compactlogix MSG to Micrologix?

Yes

Yes, Your subnet mask of 255.255.0.0 opens it way up. In theory 192.168.0-254.0-254 would all be able to connect to each other. I believe that would be 254 subnets, with a total of 65534 hosts. I have heard this referred referred to as "supernetting" rather than subnetting.

Since the third octets are less then 63. The masks can be 255.255.192.0

Both are on the same 192.168.x.x network so no problems. If the subnets had been different comms would have only worked in one direction from the larger to smaller subnet.
