I did some PIC repairs, no schematics but it is a simple RS232 to RS485 converter with power on DH485 coming from SLC and power for RS232 from PC port.
It will not work on newer laptops.
Most likely you have a bad optocoupler. Check them first.

I was fixing few of those too. Most common problem was simply
