hi i have a failed micrologix 1500 and was just wondering can I upload program to a microlgix 1400 and just swap input and outputs over or is there a difference that i am missing thank you

Upload the program from the 1500 if you dont have it, save it so you still have a back up... now on the program tree select your 1400 CPU and check for errors, if they are both the same voltage, example both end in BWA then you should be able to download to the 1400, if one is a BXB and the other is a BWA then you will need to change your wiring
