Greetings,

Do you recommend installing a thermostat controlled heater inside an outdoor control panel installed at a high attitude? It is thought that condensation level is lower at higher elevations, but my concern is during low energy consumption of the system, there won't be a lot of internal heat given off by battery& controller when in stand-by mode, which could be allowing condensation to form during change of night/day.

Heater if you have enough power available, otherwise look for large dessicant packs that can be left in the enclosure (with the understanding that these will need to be replaced periodically.)
 
yes thermostat should be always on except when temperature is very high.
and make a hole in bottom and top to get circulation.
