Modicon Quantum Slow Comms

I have a Modicon Quantum434. I am communicating/programming to it via a NOE771-01 Ethernet card.

Viewing and programming to this processor has become very slow.
The network is ok. (I'm communicating to other plc's just fine) and I have checked every connection.

Changed out the NOE card, the back plane and the processor.
No Change.

I can communicate normally if I connect directly to the processor using RS232.

Has anyone run across this issue before?
