PLC5/40C Remote I/O -> PowerFlex Drive

I haven't done much with remote I/O, so I thought this would be the place to go once again.

I'm adding a PowerFlex drive as remote I/O connected to the PLC5/40C channel 1B. Currently, we have 4 drives on the 'remote I/O highway' all configured as 1/2 Racks with addresses of (R16,G0) (R16,G4) (R17,G0) (R17,G4). These are the only items configured on the RIO Scanner.

From what I understand, valid rack addresses for a PLC5/40 are 1-17. Is there any reason I can't add a rack at 15? Why would anyone start with Rack 16 in the RIO config? Once the address is set in the scanner, and communications is confirmed with the drive, do I need to do a BTW and BTR or can I directly access the drive start/aux/ speed commands directly as O:151/1--I:151/1--O:152?
