You likely mean PanelView Plus 700, I don't think a PaneView 700 is a thing.
To "connect", would suggest that you just need to upload/download. You would use FactoryTalk Transfer Utility to do that. Though that is not absolutely necessary, you could transfer an application via USB or CompactFlash/SD (depending on the era).
If you need to edit/create/program the application that is running on your PanelView Plus, you would need FactoryTalk View Studio ME.
