Good. ,how to connect the relay outputs to the CJ1W-OC211 card ?

in terminal (Com) I have to connect the + 24v dc or mass (GND) ?

I want that when I activate output 0 or output 1 or any other output to have 24 V dc on that same output when it is active
 
That is the load to all outputs it only shows 1 in other words all outputs sink or source the outputs are not isolated so only one supply can be used
for example the supply to the loads can be 0 or 24v dc or 240v ac (well any voltage) but as the relays are all common together you cannot mix voltages.
So you can for example put 24v DC on COM each output then goes to the load i.e. a contactor (A1) which have A2 to 0VDC
 
The diagram on the card is quite clear - do not know why you have a problem. Connect 24 VDC + to both commons. Then connect the outputs to the 24 VDC + on your relays. Connect 24 VDC - to the other side of the relay coils.
