Is anyone aware of a way to make the Numeric Input control formattable? Meaning, I would like to be able to modify size, font, colours, borders etc. In ME this is a formattable control. Hopefully I am just missing something that is staring me in the face. Is there an alternative without having to build a popup display and use VBA?

You are not missing anything. You can either build your own, or layer an invisible numeric input control over a formattable text display object like a label or a multistate indicator.
