merge rs 5000 off line

How do you merge off line a rs 5000 program with one that has descriptions on the tags. I have done rs 500 but never 5000

under Tools > Export > Tags and Logic Comments from file with descriptions.
then Import in merge folder. On the Import and export page at the bottom you'll see drop down window to select the option best for you.
