Looking for an economic way to monitor kWh and kVARh on multiple circuits (up to 10) in a single distribution board.

The Square D Power Logic Circuit Monitor looks like it will almost do the job, but for that sort of money I could afford to buy separate meters. Can anybody recommend another solution?
 
I have good luck with Leviton's sub metering products to monitor a building that we lease to multiple tenants. They have solutions for monitoring a whole panel as well.

A permanent solution ? 3 phase or single phase ?
