Loaded on Win 10 and it updates and opens project and all is ok.
Loaded on Win7 and it wont update ...yes connected to the net. But it is on a VM. "Update catalog" is the only way I see to get it to update.

Is there a way to manually load hardware catalog files?
 
PC has to be online before and during the whole install for the catalogs to update and all the modules to be installed.
