S7-1200 flashing led's can't reset it can't connect

Not trying to deter you from here, but you may want to put in a service request on the Siemens tech support system.

I've used it for various things, and never been charged anything. They typically respond pretty fast and are helpful.

This site and that site are pretty much my goto's.

Wondering if the issue you are seeing has to do with an errant firmware download or something along those lines, sounds no bueno.
 
OK, the flashing LEDs could very well be that a program card was used or there was hardware attached and you will need to reset the CPU to get it to work without the card.
But your problems now seem to be that of connection. Regardless of what the CPU is doing you should be able to connect to it with applicable software version which depends on the firmware version of your CPU.
Once you are sure that you're using the right software for you CPU then focus on connecting to the CPU by going through the usual troubleshooting steps:
Firewall: Off
Windows Firewall, Windows defender: Off
Antifivrus: Off
Wifi: Off
Then try Proneta of Simatic Automation Tool to connect and see the IP address and if that happens then you should be able to connect via TIA with no problem.
