Modicon Momentum I/O's not working

I have 13 inputs assigned to 1:0001 - 1:0013 and 12 outputs assigned to 0:0001 - 0:0012.

In Concept's simulator, everything works fine. But after I download
the program to the Momentum and start the controller, nothing happens.

Physically, I have:
  • 24 VDC 'hot' legs wired to row 1, inputs 1 - 13.
  • positive side of 24 VDC coils wired to row 2, outputs 1 - 12.
  • negative side of 24 VDC coils wired to row 3, outputs 1 - 12.

Have any suggestions?

FYI: This Momentum is 24 VDC powered, 24 VDC inputs/outputs. No dry contacts.
 
Have you remembered that the terminal numbers of the Momentum may not be the same as the bit number in logic? The Momentum bases can be used with logic systems that are bit numbered as 0->15, 1->16, 16->1, or 15->0 so the terminals rarely match up.

Row 1 is Inputs.
Row 2 is the positive leg of the output power.
Row 3 is the negative leg of the output power.
Row 4 is an optional dry contact from Row 1, but I don't have a bar on row 4.

How do I insert my graph in-line instead of as an attachment?

Also, on this PLC address 1:0001 corresponds to input pin 1, etc.
