Speed synchronisation using encoder feedback

Hello.
I am working on a double sided labeling machine where is two parallel conveyors ,the bottles flows between them . The lower conveyor is the master conveyor and driven by AC motor and VFD and there's a rotary encoder mounted on directly on the shaft ,the upper conveyor is the slave and driven by servo motor ,
How can I synchronise the linear speed of the two conveyors.
