What looks a little strange is that the IN to the timer is true and the it looks like Q is true as well but the elapsed time is 0. Could you be using the Tag
Timer
somewhere else in your program?

Or, what are you using to turn on S2? did you load my simulation program? Are you forcing values? Could S2 be chattering on and off very fast?

I would use TON timer on this and RS1 output Q1 as input on it. Also i recommend to detect only rising edge of start command S2. This is just one possible way to do it:
