For future people, I did find this link about Hyper-V USB support which I found informative:

You can see the mess that would be involved in trying to get it to work (network - IP - based USB adapter). What could go wrong with that?
Your link suggests you can do USB passthrough with hyper-V using Enhanced Session mode.
The below suggests this works for a windows 8.1 or higher host and windows 8.1 or higher guest.

This rockwell site suggests all FTView 8 and Studio 24 are both windows 8.1 compatible, so in theory you could get it to work with a 10 host and 8.1 guest.
