GT Designer 3 Language Switching from HMI

I've set up a range of comments as well as their Chinese Translations on an HMI. I see the toolbar that lets you cycle through the languages, however it's either in English or it's grayed out. Can't see to change the language of the comments.
Has anyone had any experience with this?
