Did you try compatibility mode? You can right-click the exe, and click Properties, and go to to the Compatibility tab, and check the "Run this program in compatibility for" box, and try Windows 7 or lower.

Do you have to use excel, whats the clients reason?
I'd suggest using a westerner where recipe easily changed and viewed from any device on the network.
Not sure if your plc has webserver but if not could easily get cheap 1200 to PUT/GET the recipe.
Different user levels could be set for view only, modify specific tags etc
