I want to connect the delta vfd to micrologix 1400 plc through modbus and want to read and write the data through compact logix L30 ER please help

I misread, once your ML1400 is connected to your drive trhu modbus, then you can use EIP to send data from ML1400 to L30ER.
Using a message is an option.

I think you need to provide more information, like what model VFD and whether the ML1400 is connected to the Compactlogix via ethernet.
