Write a preliminary report
Evaluate Safety concerns, perform a safety study
Write another report
Examine environmental impact
Write an environmental impact statement for the city/county/state/feds
Hire a consultant to do a cost-benefit analysis
Wait 16 weeks for the consultant to finish
Throw the consultant's report into the trash
By this time, someone will probably have installed a hand valve that works just fine.
Write a summary report on a job well done.
