The black one seems a power supply trafo with a 2 voltage primary and two separated secondary coils. It looks like something custom built for a particular circuit. The use of two secondaries is typical in circuits with operational amplifiers that need -15V --- 0V --- +15V or similar supply

The blue one has written 230V-50Hz that is the standard single-phase voltage in Europe. I also read 15V and maybe after this is written the maximum intensity or power, it seems clear that it is the 230V-15V power supply transformer of this circuit.

So, can we say that it might be this spec:

Primary V: 230v
Sec V: 2x15v
Frequency: 50/60Hz

And how about the power?
