Communicating between my PLC and my PC

Hello.

I've got an Siemens S7-300, and I would like to develop an application on my PC to read from their DB's and other outputs.

I've got some questions:

1) I've got Prodave v5.5. Is it right to perform the application? Which version of Visual Basic do I need?

2) Could I work with Prodave and PLCSIM at the same time?

3) What is WinCC?
