What modules do you want to put into the Emulator that you would need 28 slots for ?
The Emulator is a 16-slot virtual chassis, into which you can put RSLinx Classic, RSLinx Enterprise, Emulated CPUs, or I/O Simulator modules.
Any ControlLogix chassis, real or emulated, can only be 16 slots.
