Forces Not Enabled - RSLogix 5000

Why am I able to, in some projects, have the Forces enabled but in other projects, that option is greyed out?
 
Some possible explantions from the manual below.

You can only enable and disable forces at the controller level.
You cannot enable or disable forces for a specific module, tag collection, or tag element.​
