problem in tansfer program to cpu 135u s5

after transfer program from PG to PLC (CPU 135 U STEP 5 )
STOP LED IS flashes
try to do manual cold restart
stop led still flashes
please help me (i wish know correct procedure to do manual cold restart after transfer program to my plc )

You don't say which type CPU you use, but here is the link to the manual for the 928B:

The CPU is trying to tell you something. Look at page 4.3 - meaning of the LEDs:

Slow flashing;
The CPU is in the STOP mode.
The CPU itself prompted the STOP condition (possibly also of the other CPUs).
Typical causes:
ADF, QVZ, LZF, BCF, CL controller error, interrupt collision, cycle time error,
BSTACK overflow, stop command.
If you switch the mode selector to STOP, the flashing stops and the LED is lit
Quick flashing:
The CPU is in the STOP mode.
An overall reset has been requested. This request can be prompted by the CPU itself or
by an operator input.

1: Which CPU type do you use; 6ES592?-????????
2: Slow or fast stop LED flashing?
3: What kind of restart type is selected in DX0?
The STOP/RUN switch acts according to settings in DX0.
4: If I remember correctly you can select cold or warm restart from the Step5 software, the switch must be in RUN.
5: Did you reset the CPU before downloading?
6: Does the CPU start empty after reset?
7: What do you read in ISTAC + BSTAC?
