Update:

After much hemming and hawing my rockwell rep got back to me with a bill for another 9 grand to turn my license into a legacy license. Rockwell makes me like them a little less every day...

Anyhow, that's the resolution if anyone googles this later.

That's new. In the past, I've never had an issue getting a license to activate in legacy mode so it works with the older versions too.
