S7-1515-2 Output card losing output voltage

I have a Siemens 1515 controller with the configuration of cards (input, output, safety input, safety input, safety output). I am having an issue with the output card (6ES7522-1BH10-0AA0) losing voltage once connected to a load. We have it connected to our stack light and estop pushbutton light. We have the output on on the card and trace 24VDC when unwired from the lights. However, when we connect to the lights, the voltage drops anywhere to 3VDC-11VDC. The 0VDC are all tied together at terminal. We have also tried swapping out the base for the output card itself. Any help would be appreciated.
This is on a new commissioned system.

This card has 16 channels with 2 groups of 8, each group has to get power of 24vdc.
First group ( CH0 - CH7) ,check 24 vdc in terminals 9 and 10.
Second group (CH8 - CH15), check 24 vdc in terminals 19 and 20.
 
Resolved!

Thank you for the follow-up. The card was swapped out with another and also didn't work. We found the wiring on 9 and 10 to be backwards. This caused a short circuit in the cards. Both cards have been tested against another known working PLC. Neither card worked but the one installed did.

Two output cards later. Always check your wiring first.
