Siemans LOGO/IDEC Smart Relays HELP!!!

I'm trying to figure out how to count up and count down via IDEC Smart Relays which i'm learning are the same as Siemans LOGO
I1 Resident entrance
I2 Guest entrance
I3 Close loop
Q1 Gate

I1 & I2 will count up and open gate Q1 on 1st pulse and remain open until same amount of pulses on I3 which will close gate Q1

Attached is as close as i can get.
