I'm very new to the PLC world, and was wondering if I could take an .apb file and turn it into a .mer file. Is this possible? And if so, how would it be done? Thanks in advance!

An .apb file is a Factorytalk View SE application backup.

An .mer file is a Factorytalk View ME runtime application file.

Unless i'm mixing up my application backup formats, this is not possible 'out of the box'.
