TwinCAT 3 - SAFETY project node missing

Just installed TwinCAT 3.1 XAE (64-bit) to get familiar with. For some strange reason, SAFETY node is missing from any project so I cannot evaluate the Safety Editor.

Does anyone know what could be wrong? The install went through without errors. I did not install XAR (the runtime part) since I am not planning to run anything on this PC.
