Limitorque Mx DDC Modbus Gateway wont respond

Does anyone have any experience just connecting to a Flowserve Limitorque Modbus/Rtu Ethernet gateway for DDC comm board?

Everything is correct according to manual. I cannot even ping the default IP or get on the web gui. Tried 2 different units.
